I know because I saw a group fire 2 flares within seconds of each other and both flares got a drop. Also not sure if its still the case but when the flare gun first came out only one flare could be active at once if you shot a flare up within ~30-60seconds the second flare was cancelled and wouldn't work.The "one flare at a time" thing is def not true anymore.
